Halley earned a Master of Science in Information from the University of Michigan. She brings extensive knowledge of the information lifecycle, scholarly research and publishing, and information literacy with a background in academic librarianship as a business subject specialist. Prior to joining the Proposal Development Office, she held positions at the University of Michigan, the University of Colorado-Boulder, and most recently the University of Virginia, handling funding information dissemination, research support, and guidance on data management. Halley’s primary agency responsibilities focus on public health – Centers for Disease Control and Prevention and Health Resources and Services Administration – and library services, including the Institute of Museum and Library Services.
