Reminder: LOIs and Preliminary Submissions May Require Internal Review

January 28, 2026: As you prepare early-stage submissions for upcoming funding opportunities, please remember that Letters of Intent (LOIs), preliminary proposals and preliminary abstracts may still require full internal routing, review and approval — even if they are not considered full proposals by the sponsor.

Any LOI or preliminary submission that includes a budget, institutional commitments or requires an institutional signature or certification must go through the established internal review process. This ensures the university meets compliance requirements and provides appropriate institutional oversight.

To support this process:

  • Route these submissions through CGS for review and preparation
  • CGS will then submit the package to OSPA for institutional approval

Routing these documents early protects both the PI and the institution by allowing time to review budget accuracy, compliance requirements, eligibility criteria and any necessary approvals.
